Generally no, for two important reasons.
First the power to Luxeon LEDs must be current regulated. Almost all flashlights have no built in current regulation, so you would need to include some sort of current regulating driver between the batteries and the LED.
Second, Luxeon LEDs must be properly cooled to prevent overheating failure and ensure long life. Most flashlights are simply not designed to provide cooling for the light source.
